Maharashtra Out-of-State Vehicle Check Drive (Oct 5–17, 2026): Rules, Documents & Fines

If your car or bike carries a non-Maharashtra number plate and you use it in the state regularly, the transport department is looking for you right now. From October 5 to October 17, 2026, Maharashtra RTOs are running a special 13-day drive to identify out-of-state vehicles that have been used in Maharashtra for more than a year without re-registration or road tax payment. Vehicles caught in violation can be detained on the spot.

What Is the October 5–17 Out-of-State Vehicle Check Drive?

On October 1, 2026, Transport Commissioner Rajesh Narwekar ordered every Regional Transport Officer and Deputy RTO in Maharashtra to verify out-of-state vehicle registrations, usage records and tax compliance. The drive runs from October 5 to October 17, 2026.

This is not a blanket action against every non-MH vehicle. Officers are specifically looking for private vehicles registered in other states that have effectively been based in Maharashtra for more than 12 months without completing re-registration formalities. Enforcement squads, flying squads, check posts and joint teams are deployed at metropolitan areas, industrial zones, malls, residential complexes and large parking facilities, places where long-term out-of-state vehicles are most likely found.

The trigger is tax. Maharashtra has comparatively high motor vehicle tax, and the department believes some owners register vehicles in lower-tax states or union territories while using them primarily in Maharashtra. RTOs must file daily action reports, and all enforcement data, including registration numbers, detentions and tax recovered, is being recorded digitally.

Pune RTO’s own figures show this is not new. Between April 1 and September 15, 2026, Pune recorded 175 violations by out-of-state vehicles used long-term without Maharashtra registration, imposed fines of Rs 35.77 lakh, and recovered Rs 22.51 lakh in 101 cases. In 2025-26, the RTO recorded 243 such cases with Rs 42.79 lakh in fines.

The 12-Month Rule: Section 47 of the Motor Vehicles Act

The entire drive rests on Section 47 of the Motor Vehicles Act, 1988:

SituationWhat the law says
Out-of-state vehicle used in Maharashtra up to 12 monthsFully legal, no re-registration needed
Used in Maharashtra beyond 12 monthsOwner must apply for re-registration (new MH number) and pay Maharashtra road tax
Brought into Maharashtra (any duration)Maharashtra Motor Vehicle Rules require informing the registration authority within 7 days

So a Delhi-registered car driven to Mumbai for a two-week trip is completely fine. The same car parked in a Pune residential complex for 14 months without re-registration is a violation.

Documents to Carry During the Drive

If you drive an out-of-state vehicle in Maharashtra right now, keep these ready. Officers will examine documents and other evidence to establish how long the vehicle has been in the state:

  • Registration Certificate (RC), original or DigiLocker/mParivahan digital copy
  • Valid insurance certificate
  • Valid PUC certificate
  • Driving licence
  • Proof of when the vehicle entered Maharashtra (toll receipts, fuel bills, parking slips help if you are a genuine short-term visitor)
  • NOC or re-registration application receipt, if the process is underway

If you recently shifted to Maharashtra, carry proof of your relocation date. It is the strongest evidence that you are still within the 12-month window.

How to Re-register Your Vehicle in Maharashtra

If your vehicle has crossed (or will cross) the 12-month mark, regularize it before an RTO squad finds you. The process runs through the Parivahan portal:

1. Get an NOC from your original RTO. Apply for a No Objection Certificate using Form 28. This confirms no dues, loans or cases are pending against the vehicle there. If the vehicle is hypothecated, you will also need your financier’s consent.

2. Apply for a new registration mark in Maharashtra. On parivahan.gov.in, choose the re-registration service and fill the application for assignment of a new registration number (Form 27), uploading the NOC, original RC, insurance and PUC.

3. Pay Maharashtra road tax. Tax is calculated on the vehicle’s depreciated value as per the state schedule. Keep the payment receipt, it is your proof of compliance.

4. Get the new MH number. After verification, the RTO allots a Maharashtra registration number. You can then apply for a refund of the road tax paid in the original state on a pro-rata basis.

Fines and Action Against Violators

Where officers establish that a vehicle has exceeded the permitted period without re-registration or tax payment, the department has ordered action including:

  • Detention of the vehicle where warranted under the rules
  • Recovery of Maharashtra motor vehicle tax with applicable penalty and interest
  • Re-registration proceedings to allot a Maharashtra number

Pune’s numbers show enforcement is real and ongoing, not a one-time announcement. If you have pending traffic fines as well, clear them first, since unpaid challans can now freeze RC and PUC services following the Supreme Court’s September 2026 order.

Who Is NOT Affected

  • Tourists and short-term visitors using an out-of-state vehicle for days or weeks
  • Anyone within the 12-month window since bringing the vehicle to Maharashtra
  • Vehicles already re-registered in Maharashtra or with tax duly paid
  • Central government and defence vehicles under their own rules

Frequently Asked Questions

Can I drive my Delhi-registered car in Mumbai for a week during the drive?

Yes. Short visits are completely legal. The drive targets vehicles based in Maharashtra for more than 12 months. Carry your RC, insurance, PUC and licence, plus any proof of your travel dates.

I shifted to Pune 8 months ago with my Karnataka-registered bike. Am I in trouble?

No, you are within the 12-month window. But start the re-registration process soon, since it takes weeks. Keep relocation proof handy in case you are stopped.

What is the 7-day rule I keep hearing about?

Rule 54 of the Maharashtra Motor Vehicles Rules, 1989 requires owners to inform the registration authority within seven days of bringing a vehicle into the state. It is separate from the 12-month re-registration rule.

How is road tax calculated when I re-register in Maharashtra?

It is based on the vehicle’s original invoice value depreciated for age, as per the Maharashtra motor vehicle tax schedule. Two-wheelers and cars have different slabs. The RTO assesses the exact amount during your application.

Can the RTO really detain my vehicle?

Yes. The Commissioner’s order explicitly authorizes detention where warranted, along with tax recovery and re-registration proceedings. Pune RTO detained and fined vehicles through 2026 before this state-wide drive.

I paid lifetime tax in my home state. Do I pay again in Maharashtra?

Yes, Maharashtra road tax applies on re-registration. You can then claim a pro-rata refund of the lifetime tax from your original state for the unused period.
