No Valid PUC, No Fuel in Haryana NCR (Oct 2026): Rule, ANPR Checks, Fines and How to Comply
If you drive in the Haryana part of the National Capital Region, there is a new rule you cannot afford to ignore. Under the no PUC no fuel rule, fuel stations across Haryana’s 14 NCR districts must refuse petrol, diesel and CNG to any vehicle that does not carry a valid Pollution Under Control certificate from October 1, 2026. ANPR cameras linked to the central PUC database now check your vehicle’s PUC status automatically when you roll up to the pump, and driving without a valid PUC can cost you a fine of up to Rs 10,000.
What Is the no PUC no fuel rule?
The rule comes from the Commission for Air Quality Management (CAQM) through its Direction No. 101, a pollution-control measure aimed at keeping high-emission vehicles off NCR roads as winter approaches and air quality in the region typically deteriorates. In simple terms: no valid PUC certificate, no fuel. Every petrol pump, diesel outlet and CNG station in Haryana’s NCR districts is legally required to deny fuel to vehicles that cannot show a valid PUC. The obligation sits on the fuel station, not just the driver, which is why enforcement at the pump has become so strict.
Which Districts Does the no PUC no fuel rule Cover?
The rule applies to all 14 districts of Haryana that fall within the National Capital Region: Gurugram, Faridabad, Rohtak, Sonipat, Panipat, Karnal, Rewari, Jhajjar, Palwal, Nuh, Bhiwani, Charkhi Dadri, Mahendragarh and Jind. If you live in any of these districts, or commute through them, make sure your PUC is valid before your tank runs low.
How the ANPR Check Works at Fuel Stations
Enforcement is technology driven, but with a manual fallback where the technology is not yet in place. Here is the process at a covered fuel station:
1. ANPR cameras scan your number plate. At stations where Automated Number Plate Recognition cameras are installed, the camera reads your registration number the moment you pull in.
2. The number is matched against the online PUC database. The system checks whether your vehicle has a valid, unexpired PUC certificate on record in the central database.
3. The result decides your fuel. A valid PUC clears you to refuel; an expired or missing PUC means the attendant must deny fuel.
4. Manual verification where cameras are not installed. The camera rollout is phased, so where ANPR equipment is not yet installed, pump staff verify the PUC manually. A physical certificate or a digital copy on your phone is accepted as proof, so always carry at least one form of evidence.
Note that the ANPR system reads the online database, not your paper certificate. A genuine certificate that is not showing online will still get you denied, so get it corrected at the PUC centre that issued it. Verify your own PUC status in advance through Parivahan’s online PUC check to avoid being turned away at the pump.
The Fine for Driving Without a Valid PUC
Fuel denial is only half of the enforcement story. Under the Motor Vehicles Act, driving a vehicle without a valid PUC is an offence in itself, and the fine can go up to Rs 10,000. Enforcement teams are actively checking PUC compliance at traffic stops across Haryana’s NCR districts. If you are stopped and cannot produce a valid PUC, physical or digital, you can be challaned on the spot.
If you already have challans pending, you can check and pay your traffic challan online through the Parivahan portal before it snowballs into bigger trouble.
Delhi Tightened PUC Enforcement Too
In parallel, Delhi launched its own stricter PUC enforcement drive from October 1, 2026, targeting non-compliant vehicles, with upgraded technology at PUC testing centres. If you drive between Delhi and Haryana NCR, you are effectively covered by both enforcement regimes now. A pending challan in Delhi for a PUC or pollution-related offence will follow you, so keep your documents in order in both jurisdictions.
Are EVs Exempt?
Yes. Electric vehicles are exempt everywhere, because PUC certificates apply only to vehicles with internal combustion engines. EVs do not use petrol, diesel or CNG, and they are not required to obtain a PUC certificate at all.
How to Comply: Get or Renew Your PUC
If your PUC has expired or you never got one, here is exactly what to do:
Step 1: Check your current PUC status online. Visit Parivahan’s PUC services page, enter your registration number and the last five digits of your chassis number, and confirm whether a valid certificate exists and its expiry date.
Step 2: Visit an authorised PUC testing centre. Certificates are issued only at authorised emission testing centres, usually located at fuel stations and RTO-adjacent workshops. Look for the centre’s authorisation certificate displayed on the premises.
Step 3: Get the emission test done. The operator inserts a probe into your exhaust and measures pollutant levels against the norms for your vehicle class, a process that takes only a few minutes.
Step 4: Verify the certificate online. Once your vehicle passes, you receive the PUC certificate. New vehicles get a one-year certificate from first registration; renewals are typically valid one year for BS-IV and newer vehicles, six months for older ones. Confirm it appears in the online database, since that is what the ANPR cameras read.
Step 5: Keep digital and physical copies. Save a photo of the certificate on your phone and keep the paper copy in the vehicle. Before your next refuel in Haryana NCR, run this checklist: PUC obtained from an authorised centre, certificate valid and not expired, certificate visible in the online PUC database, digital copy saved on your phone, and no pending pollution-related challans against your vehicle.

From which date does the rule apply in Haryana NCR?
The rule took effect on October 1, 2026 under CAQM Direction No. 101. From that date, fuel stations across all 14 NCR districts of Haryana must deny petrol, diesel and CNG to vehicles without a valid PUC.
Which fuel stations does this apply to?
All of them in the covered districts: petrol pumps, diesel outlets and CNG stations. The obligation to deny fuel applies to the station itself.
What if the fuel station does not have an ANPR camera?
The rollout is phased. Where ANPR cameras are not yet installed, pump staff verify your PUC manually. A physical certificate or a digital copy on your phone is accepted as proof.
What is the fine for driving without a PUC in Haryana?
Driving without a valid PUC can attract a fine of up to Rs 10,000 under the Motor Vehicles Act, separate from the fuel-denial rule at the pump.
Is my electric vehicle affected by this rule?
No. Electric vehicles are exempt because PUC certificates apply only to internal combustion engine vehicles. EVs do not need a PUC certificate at all.
Does this rule also apply in Delhi?
Delhi launched its own stricter PUC enforcement drive from October 1, 2026, targeting non-compliant vehicles with upgraded PUC centre technology. If you drive between Delhi and Haryana NCR, keep a valid PUC in both jurisdictions.
The Bottom Line
The no PUC no fuel rule changes the stakes of a routine refuelling stop. A missing or expired PUC no longer just risks a challan at a traffic stop; it can now leave you stranded at the pump. The fix is simple: get your emission test done at an authorised centre, confirm the certificate shows up in the online database, and keep a copy on your phone.
