RTO Number Check: Find RTO by Vehicle Number

The first four characters of any Indian registration number — two letters and two digits — identify exactly which state and RTO office the vehicle is registered with. An RTO number check lets you take any vehicle number, decode its RTO code in seconds, and find the registering authority behind it, free on the government’s VAHAN portal.

This is useful when you are buying an out-of-state vehicle, verifying a car’s registration story, figuring out where to apply for an NOC, or simply curious about that unfamiliar plate in traffic.

How to Read the RTO Code in Any Vehicle Number

Take the number DL 10 AB 1234:

PartValueMeaning
State codeDLDelhi — the state/UT of registration
RTO code10Rohini RTO, Delhi — the exact registering office
SeriesABRegistration series at that RTO
Unique number1234The vehicle’s number in that series

The RTO code is always the two digits immediately after the state letters. Learn to spot it, and you can identify the registering RTO of any vehicle at a glance.

How RTO Codes Are Structured in India

Each state assigns two-digit codes to its RTO offices, usually in a rough geographic or alphabetical sequence starting from 01. A few structural points worth knowing:

  • 01 is typically the oldest or head office — e.g. MH-01 is Mumbai South (Tardeo), KA-01 is Bengaluru Central, DL-01 is Mall Road, Delhi.
  • New offices get the next free number, so higher numbers often mean newer or suburban RTOs (e.g. MH-43 for Vashi, Navi Mumbai).
  • Some RTOs use letter suffixes when a district outgrows its number — Delhi uses codes like DL-1C and DL-1R for central Delhi zones alongside DL-01.
  • Codes are state-specific. “12” means Pune in Maharashtra but a completely different office in another state — always read the state letters first.

Special Registration Series to Know

Not every Indian plate follows the standard state pattern:

  • Bharat Series (BH): Format like “22 BH 1234 AA” — issued to employees who relocate between states frequently (defence, central government, qualifying private-sector staff). The two digits at the start are the registration year, and no re-registration is needed on moving states.
  • Diplomatic plates: Issued to foreign missions and consulates, with CD (Corps Diplomatique) or CC markings instead of a state RTO code.
  • Temporary plates: Red-on-yellow plates with a “T” marking, valid for up to one month while permanent registration is processed — common on brand-new vehicles driven home from the showroom.

Why the RTO Code Matters

The RTO code is more than trivia — it decides real paperwork:

  • Ownership transfer: An out-of-state purchase usually needs an NOC from the original RTO before re-registration.
  • Road tax: Moving states means paying road tax in the new state and claiming a refund from the old one; the RTO code tells you where the process starts.
  • Challan jurisdiction: Pending challans are tied to the registering RTO’s records — check them before buying.
  • Fitness and permits: Commercial vehicle fitness renewals and permits are handled by the registering RTO.

How do I find which RTO a vehicle is registered with?

Read the two digits after the state letters in the number (e.g. “10” in DL-10-AB-1234), then confirm the exact office on vahan.parivahan.gov.in under “Know Your Vehicle Details” — the result shows the Registering Authority by name.

Is the RTO code the same across states?

No. RTO codes are state-specific. “12” is Pune in Maharashtra but a different office entirely in another state. Always read the state letters together with the digits.

What does DL-1C mean? It has letters instead of digits.

Some busy RTOs, especially in Delhi, use letter-suffixed codes (like DL-1C, DL-1R) when a zone outgrows its numeric allocation. They work exactly like numeric RTO codes.

Can a vehicle keep its old RTO number after moving to another state?

Only BH-series vehicles can move freely without re-registration. Regular vehicles must obtain an NOC from the original RTO and re-register in the new state within 12 months, getting a new number.

Does the RTO code tell me the owner’s address?

No. It tells you only the registering office. Owner identity and address are not publicly available from the RTO code or the vehicle number.
